TIAC’s Advocacy Update

Since the last Covid-update, TIAC’s President & CEO Beth Potter has been actively engaged with elected officials and government representatives including a debriefing with Innovation, Science and Economic Development Canada regarding the Tourism Relief Fund. The President and CEO continue to participate in regular meetings of the WTTC Members’ Taskforce for Covid-19. TIAC has officially joined WTTC to ensure Canada is part of the global dialogue in tourism recovery.

In addition to developing Tourism Recovery Document 2.0 with members of its Industry Recovery Committee, TIAC has been actively involved in Border committees and task forces, the Coalition of Hardest Hit Businesses, as well as the Canadian Travel and Tourism Roundtable.

The Coalition of Hardest Hit Businesses is focused on providing a new funding model to Minister Freeland to replace the existing CEWS/CERS programs.

The Canadian Travel & Tourism Roundtable is tweeting from @timetotravelca, and encouraging members to retweet their message:

Vaccination rates are on the rise and provincial restrictions have been lifted. We need fully vaccinated Canadians and international travellers to return to visiting and exploring our local communities #TimeToTravel #cdnpoli”.

The #Opentheborder campaign remains a major TIAC focus as they ask the government to set July 21th as the deadline to open the border to all international fully vaccinated visitors. Watch one of TIAC’s media appearances here.

Tourism Relief Fund

• $500 Million in support for the tourism sector over two years (ending March 31, 2023)
          • $50 million specifically dedicated to Indigenous tourism initiatives
          • $15 million for national initiatives

• Canada’s Regional Development Agencies (RDAs) will deliver $485 million directly to businesses and organizations. To find out if your organization qualifies for TRF funding and to apply, visit your regional development agency’s web page:
          • Atlantic Canada Opportunities Agency (ACOA)
          • Canada Economic Development for Quebec Regions (CED)
          • Canadian Northern Economic Development Agency (CanNor)
          • Federal Economic Development Agency for Southern Ontario (FedDev Ontario)

TIAC’s Advocacy Update

On July 6, TIAC participated in a press conference with the Coalition of Hardest Hit Businesses calling on the Federal Government to provide continued and tailored financial support for our sectors. This was accompanied by an open letter to Minister Freeland, which can be viewed here.

Travel, Testing and Borders
          • Exemption for eligible fully vaccinated travellers. Starting July 5, there are some exemptions for people eligible to enter Canada, who also meet specific conditions for fully vaccinated travellers. COVID-19 vaccinated travellers entering Canada

Border restrictions ease
          • Fully vaccinated Canadians and permanent residents will be able to skip the 14-day quarantine rule upon entry to Canada
          • Eligible air travellers will also be exempt from the requirement that they spend their first three days in Canada in a government-approved hotel
          • Travellers are also required to use the ArriveCAN app prior to their departure and must also log vaccination details and negative test results

Porter Aviation Holding Inc. reaches agreement with Government of Canada
          • Porter Aviation Holdings Inc., the parent company of Porter Airlines, has reached an agreement with the Government of Canada for loans valued at up to $270.5 million
          • $20.5 million dollars have been allocated for issuing refunds to those who cancelled flights during the COVID-19 pandemic
          • The loans are being made available through the federal government’s Canada Enterprise Emergency Funding Corporation under the Large Employer Emergency Financing Facility (LEEFF)
          • All flights booked by June 30, 2021, for travel as of February 1, 2020, are eligible for refunds

EU approves entry for Canadians to travel
          • The European Union finalized an agreement on Wednesday July 7 that would see Canadians, and individuals from 10 other countries, be allowed to travel to the EU
          • While Canadians will be free to travel, each EU country can set their own standards, including mandatory quarantines and negative testing
          • Canada’s approval was based on a significant decline in cases in recent weeks and follows earlier concerns that Canadians who have received the AstraZeneca vaccine, which has not been formally approved by the EU, would be barred from entering

Ontarians aged 12-17 eligible to book accelerated second dose
          • Ontarians aged 12-17 are able to book an accelerated second dose of the COVID-19 vaccine
          • Appointments for second doses for 12- to 17-year-olds opened up on July 5 on the provincial portal, directly through public health units that use their own booking systems, and via participating pharmacies
          • This change in rollout comes as Ontario’s daily case count is 170, the lowest since September 10

TIAC’s Advocacy Update

Over the last few weeks, TIAC has met with high-ranking officials in the Department of Finance, as well as the Parliamentary Secretary to Minister Freeland to discuss the importance of ongoing support programs for our industry. TIAC has also had conversations with multiple Regional Development Agencies across the country in advance of the details being released for the Tourism Relief Fund.

TIAC’s other major focus continues to be the #Opentheborder campaign. TIAC has held meetings with the Ministries of Immigration, Intergovernmental Affairs and Small Business to outline the critical need for a plan for the summer tourist season for tourism businesses as support begins to decline.

Vaccine update
          • A new study demonstrates that the mRNA series vaccines (Pfizer and Moderna) may offer years of protection against COVID-19
          • The study was conducted on 14 individuals at the Washington University School of Medicine in St. Louis and found that germinal centres producing antibodies were present and active going on 15 weeks past the second dose of the vaccine
          • The researchers are continuing to monitor the germinal centres, as they are yet to decline in activity

          • This week, in a joint announcement with the Minister of Canadian Heritage, Minister Joly launched the Major Festivals and Events Support Initiative

Quebec moves to green alert level, restrictions reduced
          • As of June 28, the entire province of Quebec has entered the green alert level, which allows for the relaxation of restrictions on social gatherings and group sports
          • People who are fully vaccinated no longer need to wear a mask or keep a distance of two metres during gatherings inside private residences
          • A maximum of 10 occupants are allowed to gather indoors in a private residence and 20 occupants for outdoor private gatherings
          • At restaurants, 10 people can sit together indoors and 20 people can sit together outdoors
          • Wedding ceremonies and funerals can now accommodate 250 people
          • Auditoriums and indoor stadiums with assigned seating are allowed to present shows and sporting events before an audience of up to 3,500 people
          • 50 players are now allowed for outdoor sports and recreational activities, including guided lessons and training

Ontario moves to Step 2 of reopening plan
          • On June 30th, Ontario moved to Step 2 in the province’s reopening plan. Changes will include, but not be limited to:
                    > Personal care services can resume at 25% capacity
                    > Outdoor sports events can welcome spectators at 25% capacity
                    > Outdoor social gathering limits for outdoors have increased to 25 people
                    > Indoor social gatherings will be allowed for 5 people
                    > Outdoor dining can increase to 6 per table

Travel restrictions end in Atlantic Canada
          • On June 30th, all travel restrictions in Atlantic Canada will be lifted
          • New Brunswickers will be able to travel freely to Nova Scotia, joining people from the rest of Atlantic Canada who were welcomed back into the province last Wednesday
          • New Brunswickers will no longer be required to self-isolate and complete their safe check-in form, as long as they haven’t travelled outside the Atlantic region in the previous 14 days
          • Other requirements will still be in place in Nova Scotia for travellers coming from outside of Atlantic Canada

B.C. to enter Step 3 of reopening plan on July 1st
          • On July 1st, the province of B.C. will exit its provincial state of emergency and enter its third phase of reopening. Changes will include, but are not limited to:
                    > No group limit on dining
                    > All indoor fitness classes can increase capacity
                    > All recreational travel restrictions lifted
                    > Outdoor and indoor personal gatherings allowed with no limit

Deadline for Nova Scotia’s Small Business Real Property Tax Rebate Program extended
          • Applications for a minimum $1,000 through the Small Business Real Property Tax Rebate Program will be accepted for an additional two weeks
          • The new deadline to apply is July 9
          • The Small Business Real Property Tax Rebate Program provides eligible businesses with a one-time rebate of a portion of their paid property taxes
          • They can choose a rebate of $1,000 or 50 per cent of the commercial real property taxes paid for the final six months of the 2020-21 tax year

TIAC’s Advocacy Update

TIAC is keeping their foot on the gas with the #OpentheBorder campaign, calling on the federal government to commit to a plan for reopening the Canada-U.S. border. TIAC is engaged in ongoing conversations with PMO, Small Business, Transportation, Immigration, CBSA and Health.

The continued pressure is two-fold – ensuring the government commits to a plan to open the border, and ensuring that hardest hit businesses will continue to receive financial support through federal subsidy programs as we move into the summer tourism season with continued restrictions.

International travel restrictions easing July 5th for fully vaccinated people
          • The federal government has announced that fully vaccinated and permanent residents will be able to enter Canada without quarantining starting on July 5th
          • Those entering Canada will need to show documents that prove they have received two doses at least 14 days prior to entering the country
          • Travellers must electronically submit COVID-19-related information to the ArriveCAN app before arriving, meet the pre- and on-arrival test requirements, be asymptomatic and still have a suitable quarantine plan
          • Once approved, travellers will not need to quarantine. Canadians are still being advised to avoid non-essential travel

U.S. Canada border restrictions extended until July 21st
          • Public Safety Minister Bill Blair has announced that the American and Canadian governments will extend restrictions on non-essential travel between the two countries until at least July 21st
          • The Minister also announced that the government will provide details on June 21st about plans to let fully vaccinated Canadians and permanent residents enter the country
          • The measures at the border have been in place since the onset of the COVID-19 pandemic in March 2020
          • Prime Minister Justin Trudeau has previously said that it would take 75 per cent of Canadians getting vaccinated before restrictions can be lifted

Regional travel set to resume in Atlantic Canada
          • Three of the four Atlantic provinces announced that they will be lifting border restrictions and individuals will be free to travel next week
          • Nova Scotia, Prince Edward Island and Newfoundland and Labrador said a June 23 reopening is possible because of steadily declining COVID-19 rates across the region
          • The move means travelers won’t have to isolate for 14 days upon entering each province
          • New Brunswick will be lifting restrictions this week

Nova Scotia launches $18.2 million tourism restart package
          • On June 15th, the province of Nova Scotia announced an $18.2 million tourism restart package to provide operators with new grant programs and marketing support

New Brunswick Premier says provincial leaders discussing mid-July for border reopening
          • Despite the recent announcement on the US-Canada border loosening travel restrictions for fully vaccinated Canadians, Canadian premiers have been pushing for a full reopening soon
          • New Brunswick Premier Blaine Higgs said that July 21st is the date that premiers have indicated support for reopening
          • The federal government has yet to announce plans for a full reopening

Alberta meets threshold for full reopening on July 1st
          • With 70% of eligible Albertans having been vaccinated with at least one dose as of June 17, Alberta will move to Stage 3 on July 1 and fully reopen, removing all mandatory restrictions
          • The restrictions being lifted include the ban on indoor social gatherings and the general indoor mask mandate (although may still be required in specific settings)

Saskatchewan moving to Step 2 of reopening Sunday
          • Due to vaccination rates and declining case numbers, Saskatchewan will be set to move into Step 2 of its reopening strategy on Sunday. Changes include:
                    > No capacity thresholds on retail and personal care services
                    > Businesses must still abide by physical distancing measures
                    > Large venues (banquet halls, movie theatres, galleries) capacity extended up to a max of 150 people
                    > No table capacity limits, but two metres of distance/structural barriers must be between tables
                    > Private indoor gatherings (max. 15 people) and public indoor gatherings (max. 150 people)

Parks Canada introduces new rules for Banff National Park
          • Parks Canada has introduced new boating and fishing rules for Banff National Park in Alberta
          • Beginning June 23rd, anyone using non-motorized watercraft or aquatic recreational equipment in the park will need to first declare (through a permit) that they’ve properly cleaned, drained and dried their gear for at least two days in order to prevent the spread of invasive species
          • Those using motorized boats on Lake Minnewanka will also need to obtain a provincial or Parks Canada inspection before launching
          • Permits can be obtained on Parks Canada’s website, and will need to be carried while out on the water

TIAC’s Advocacy Update

Last week, TIAC announced the launch of the #OpentheBorder campaign, calling on the federal government to commit to a plan for reopening the Canada-U.S. border. The campaign focuses on getting Canadian decision-makers to acknowledge the urgent need and to commit to a date to open the border, before the summer tourism season is lost.

As a part of this campaign, TIAC will also be hosting a number of Parliamentary and Congressional panels in the coming weeks to discuss border reopening. The first took place on June 10th, and included Beth Potter, MP Wayne Easter, Congressman Brian Higgins, and political reporter Althia Raj.

TIAC’s next panel will take place this Thursday, June 17th at 11am, broadcast live on TIAC’s Facebook page.

Complementing this campaign, TIAC President and CEO, Beth Potter, took part in a press conference earlier this week with the Canadian Travel and Tourism Roundtable, further calling on the federal government to release a comprehensive national reopening plan to lift border restrictions, announcing criteria for opening the Canada U.S. border, and to implement a vaccination certification program to allow entry to international travels.#TimeToTravel

          • Last week, the federal government announced that fully vaccinated Canadian travellers will no longer have to require mandatory COVID-19 hotel quarantine upon arrival in Canada as of July

Ontario-Quebec border restrictions end Wednesday
          • Ontario and Quebec have each announced restrictions on non-essential travel between the two provinces will end at 12:01 a.m. June 16
          • The order banning non-essential travel between Ontario and Quebec went into effect in April. Since then, provincial and local police have intermittently staffed checkpoints at interprovincial crossings, and have issued tickets or turned around motorists who don’t have essential work, medical or humanitarian reasons to travel between regions
          • This also marks the end of Quebec’s rule requiring residents returning from Ontario to self-isolate for 14 days. Travel restrictions between Ontario and Manitoba will also be lifted on Wednesday

          • The Manitoba government has announced its reopening plans set to begin easing restrictions by Canada Day

Northwest Territories launches reopening plan
          • The N.W.T. government has announced its reopening plans with the Emerging Wisely 2021, Step by Step Together plan

TIAC’s Advocacy Update

On June 8th, TIAC announced the launch of a new campaign to call on the federal government to plan for reopening the Canada-U.S. border, which has been closed for nearly 15 months. The campaign focuses on getting Canadian decision-makers to acknowledge the urgent need and to commit to a date to open the border, before the summer tourism season is lost.

TIAC held an in person press conference in Downtown Toronto joined by Chris Bloore, President and CEO of the Tourism Industry Association of Ontario, Scott Beck, CEO of Destination Toronto, Peter Doyle, General Manager of Ripley’s Aquarium of Canada and Vito Curalli, Executive Director, International Sales and Industry Relations, Hilton.

Following this conference, TIAC hosted a virtual press event via zoom, joined by representatives from Provincial and Territorial Tourism Industry Associations. Watch the press conference remarks and questions from media here.

The tourism industry has been devastated over the last year and a half, and with COVID cases decreasing and vaccination rates increasing, we need to start moving toward a phased and safe reopening plan based on science.

The Canada-U.S. border has been closed for over a year; right now, government is talking about decreasing CEWS and CERS, key programs that helped keep tourism businesses afloat. TIAC’s message is clear - if financial aid is decreasing, then borders must reopen so that businesses can go back to work and support themselves.

 

To complement this launch, TIAC will be hosting a number of Parliamentary and Congressional panels in the coming weeks to discuss border reopening. The first will take place tomorrow, Thursday, June 10th at 9:00am EDT. Tune in via TIAC’s Facebook page.

Alberta likely to enter Stage 2 reopening this week
          • As the number of critical care patients in Alberta drops below 100, public health restrictions are expected to be eased this week

          • The second stage includes the reopening of indoor recreation, such as movie theatres, recreation centres, casinos and libraries, at a third of fire-code capacity. Vaccinated travelers in Nunavut exempt from isolating
          • Beginning on June 14th, fully vaccinated travelers will no longer be required to isolate either before entering the territory or once in-territory

Fully vaccinated Manitobans will be exempt from self-isolation after travelling
          • Manitobans will now be able to travel without having to self-isolate for two weeks if they’ve been fully vaccinated
          • An immunization card will be provided to them two weeks after a person has received both doses of a COVID-19 vaccine, Premier Brian Pallister announced Tuesday
          • People are only considered fully vaccinated once they have waited two weeks after their second shot because that’s how long it takes for the vaccine’s antibodies to build up

Tourism Week officially ended this past Sunday, May 30, and the industry certainly showed up! TIAC saw engagement and support from across the country. Many taking the 2021 Tourism Pledge, that is, when restrictions are lifted, to travel in Canada first, businesses lighting up in Tourism Week ‘glowing green’, and support across party lines in the House of Commons.

 

TIAC’s kickoff event featured a video from Minister of Economic Development, Melanie Joly. TIAC heard from multiple MPs through statements in the House of Commons throughout Tourism Week, and through sharing the message of the importance of tourism in Canada via social media.

 

Thank you for your support and efforts to showcase the economic importance of the tourism economy in Canada, and the unique needs for continued support through to recovery.

TIAC-June-2-2021

 

TIAC’s President and CEO met with the Prime Minister’s Office last week, discussing the status of border reopening, and how the industry can support. TIAC also met with the Minister of Health’s team this week to discuss progress on proof of vaccination requirements for Canada, and the path forward. While no official position has been released, TIAC continuse to advocate proof of vaccination to be required for international travel only, and a ‘one Canada’ system for international travellers.

 

TIAC Chaired a meeting with the Canadian Travel and Tourism Roundtable this week, a cross Canadian coalition of leaders in the tourism and travel sector committed to working together to restart the industry safely, to discuss the path forward in urging the federal government to release a plan for border reopening. An official release was sent out June 1.

 

TIAC is proud to be a part of the Faster Together taskforce campaign which launched last week. Faster Together is a national volunteer-based initiative designed to encourage up take of COVID-19 vaccinations and help speed a recovery from the pandemic. CDIC Trustee Stakeholder Update

As of April 30, 2022, several changes to the CDIC Act will take effect that will impact how CDIC provides deposit insurance protection for deposits held in trust. CDIC has made some important additions to its website to include additional information targeted to Trustees.

 

These additions provide critical information on the upcoming changes to the rules governing deposit insurance protection for deposits that trustees hold in their professional capacity (i.e., as professional trustees) or in any other capacity as a trustee. A key element of the new information is a Decision Tree Tool designed to assists trustees in determining whether they qualify as a Professional Trustee under the CDIC legislation. These changes look to raise awareness amongst trustees and ensure they are prepared to meet the new requirements as of April 30, 2022.

The National Advisory Committee on Immunization (NACI) updated its guidance to provinces and territories - greenlighting the use of AstraZeneca-Oxford, Pfizer-BioNTech and Moderna shots interchangeably in certain situations. Those who received the AstraZeneca vaccine first can get can Moderna or Pfizer for their second. For those who received Moderna or Pfizer as a first dose, they can get either as a second.

U.K. pushing for a deal on vaccine passports at upcoming G7 meetings
          • In an interview with CBC, British Prime Minister Boris Johnson said that he wants the G7 to come to an agreement on vaccine passport implementation and a preparedness plan for the next global pandemic
          • Although Prime Minister Trudeau has indicated that it is too early for reopening international travel, he has indicated that conversations have begun with provincial and territorial leaders on reopening plans for provincial and international borders
          • In addition to vaccine passports and preparedness, PM Johnson also indicated that it is imperative for G7 countries to play a role in helping to get the world vaccinated by 2022

Expert panel advises government to eliminate hotel quarantine measures
          • An expert panel advising Health Minister Patty Hajdu has recommended that the government eliminate the hotel quarantine restrictions currently in place for air travelers
          • The panel suggests that the policy is inconsistent, expensive and has too many loopholes to be effective
          • Instead, the panel recommends that an emphasis on communication, screening measures, and targeted accommodation availability may serve just as useful as a mandatory hotel quarantine

Canadians surveyed on ‘proof of vaccination’ requirements
          • Between May 14th and 17th, the Angus Reid Institute conducted a survey on 1,600 Canadians to gather public opinion data for border measures and ‘proof of vaccination’ findings
          • The findings include:
                   > 76% support proof of vaccination for travel between the US and Canada
                   > 79% support proof of vaccination for travel internationally (US not included here)
                   > 55% agree that vaccine passports should be used in their communities (i.e. restaurants, malls, movie theatres)
                   > 41% oppose use of vaccine passports in their communities
                   > 80% believe quarantine restrictions are necessary for those entering Canada
                   > 48% believe that the Canadian border should be closed for travel until at least September

Alberta announces re-opening plan
          • On May 26th, the Alberta government announced a plan to gradually lift restrictions on daily life, business and travel
          • The province’s plan has three stages with stage one beginning on June 1st
          • This stage will include outdoor patio dining, outdoor recreational activities (10 distanced people), retail services (15% capacity), and outdoor social gatherings (10 people)
          • Each step will depend on vaccination and hospitalization rates. Stage two is expected to begin in mid-June

Nova Scotia hospitality industry anticipating difficulty in finding and training employees
          • Hospitality industry members in Nova Scotia indicate that finding and training employees will be one of the main concerns when pandemic restrictions are lifted

          • With an influx of business anticipated in the near future, Nova Scotia businesses are working on an action plan to meet the labour demand

TIAC remains focused on advocacy messaging for a ‘one Canada’ system for border reopening and proof of vaccination vehicles, as well as ensuring that the Canada Emergency Wage and Rent subsidies are continued at current levels, for those businesses hardest hit.

This week, TIAC President and CEO, Beth Potter, met with department officials at ISED, and will meet with officials at Regional Development Agencies across the country to discuss details of the roll out of proposed support programs, like the Tourism Relief Fund.

EU legislators reach compromise on vaccine certificates
          • Officials said the system should be up and running by July 1 and would mean that EU citizens who have been vaccinated can travel between countries without quarantine

B.C. Launches $50 million grant program to support province’s major tourist attractions
          • The province has launched a $50 million grant program aimed at helping B.C.'s major “anchor” tourist attractions and tour bus companies weather the COVID-19 pandemic
          • Tourism Minister Melanie Mark announced that the grant program has the potential to help 40 rural anchor attractions and an additional 30 in Metro Vancouver
          • The grant program is meant to support attractions like amusement parks, wildlife parks, botanical gardens, heritage institutions, museums, galleries and science centres
          • Major urban attractions that receive 75,000 or more visitors per year can receive up to $1 million
          • Rural anchor attractions that get 15,000-plus visitors per year are eligible for up to $500,000
          • Tour bus companies with an annual ridership of 30,000 or more are also eligible for a maximum of $500,000

B.C. announces reopening plan
          • On May 25th, the B.C. government announced a plan to gradually lift restrictions on daily life, business and travel
          • The province’s plan has four steps, each step will depend on vaccination and infection rates
          • Step two to begin June 15th at the earliest if 65% of adults are vaccinated and cases/hospitalizations are declining

Newfoundland & Labrador’s Premier’s Advisory Council on Tourism submits final report
          • Premier Andrew Furey released the report from the Premier’s Advisory Council on Tourism titled, The Impacts of the COVID-19 Pandemic on the Newfoundland and Labrador Tourism Industry and the Pathway to Recovery
          • The Council was created in January 2021 to provide advice to the Provincial Government on short-term measures to assist with the sustainability, reopening, and recovery of the tourism sector in Newfoundland and Labrador
          • The final report outlines 11 recommendations, which focus on: reopening of the province for travel; air access requirements; the importance of tourism marketing and consistent messaging; and proposed funding support through federal and provincial programs
          • There is also a recommendation that focuses on industry owners and operators having designated safe opening plans

Ontario announces reopening plan
          • On Thursday, May 20th, Premier Ford announced the province’s plan for reopening the economy and reducing restrictions
          • Under the new plan, restrictions will be eased gradually through June, July and August based on vaccination rates and key public health and health-care indicators
          • Although outdoor sports like golf and tennis will be opening on May 22nd, the current stay-at-home order will be in effect until June 2nd
          • There are three phases to the reopening plan, with phase one to begin on June 13th:
                     > Phase 1: 60% of adults with one dose - focus on resuming outdoor activities with smaller crowds, outdoor dining, and non-essential retail at 15% capacity
                     > Phase 2: 70% of adults with one dose, 20% with two doses – Expanding larger outdoor activities (sports leagues, gatherings of up to 25 people) and limited indoor activities with restrictions
                     > Phase 3: 70-80% of adults vaccinated with one dose, 25% with two doses – Expanding access to indoor settings with restrictions, including those where masks can’t always be worn (recreation facilities, museums, dining, etc.)

Quebec launches reopening plan
          • Quebec is the first province in Canada to release a full-fledged plan with dates tied to loosening of restrictions
          • The first step in the plan will take effect on May 28th and will see curfews be lifted, outdoor gatherings allowed, and patio dining
          • On May 29th, 2,500 fans will be permitted in the Bell Centre for game six of the Leafs-Canadiens playoff series
          • If these stages go well, gyms and indoor dining will reopen on May 31st
          • Further steps will be taken by the middle of June, allowing for two different households to gather indoors together and bars to reopen

Nova Scotia extends public health restrictions until June
          • On May 19th, Nova Scotia Premier announced that Nova Scotia’s current restrictions will remain in place until at least ‘the second week of June’
          • Provincial campgrounds are closed, and private campgrounds can only accommodate seasonal campers. No short-term camping is permitted
          • Additionally, permanent residents of Nova Scotia will no longer have to wait for approval when applying to enter the province by completing the Nova Scotia Health Check form
          • They will receive conditional automatic approval, but they must show proof of permanent residence to officers at the point of entry

Saskatchewan reaches Step Two threshold in Re-Opening Road Map
          • Saskatchewan has reached its Step Two threshold on the province’s Re-Opening Roadmap with 70% of residents over 30 having received their first vaccine dose
          • This means that Step Two reopening measures will begin on June 20th – three weeks after step one, which begins on May 30th. In Step Two, several public health measures can be eased, including:
                     > No capacity thresholds on retail and personal care services, must maintain an occupancy that allows for physical distancing
                     > Restaurants and bars will have no table capacity thresholds, must maintain two metres of physical distancing or structural barriers between tables, dance floors and buffets remain closed
                     > 150 person maximum capacity at event facilities, casinos, bingo halls, theatres, art galleries, libraries and recreational facilities, must maintain an occupancy that allows for physical distancing, restaurant guidelines apply at venues that serve food
                     > Limit of 150 people at public indoor gatherings and private and public outdoor gatherings

TIAC’s Advocacy Update

To better understand the details of the proposed budget programs, particularly the Tourism Relief Fund and changes to the Canada Emergency Wage and Rent Subsidies, TIAC President and CEO, Beth Potter met this past week with the Minister of Transport’s office and senior officials from the Prime Minister's Office (PMO).

On Monday evening, TIAC presented to the Liberal Rural Caucus outlining their vision for the future of the tourism economy in Canada, and the necessity for sector specific supports to continue, taking into account our industry’s unique needs.

TIAC also appeared as a witness to the federal Standing Committee on Finance yesterday, May 18th, urging, among other points, for the continuation of the Canada Emergency Wage and Rent subsidies for tourism businesses, at current levels, for as long as needed. Watch the recording here.

TIAC continues to advocate and refine their messaging for the sector-specific recommendations not addressed in the budget, and are at the table to ensure the efficient and effective roll out of anticipated support and relief programs for tourism businesses.

TIAC also continues to champion the need for a smooth and timely opening of our borders both interprovincially and internationally, to ensure Canada is part of the seamless travel experience as people start to move around the world again.

Federal government releases a “Life after vaccination” update
          • The federal government has released an early season-by-season picture of what life in Canada should look like based on vaccination coverage estimates
          • Spring 2021
                   > Cases are high and vaccines are low
                   > Continue following public health guidance and restrictions while vaccination efforts ramp up
                   > Recommendations: stay home, stay safe, get vaccinated
          • Summer 2021
                   > Cases are low and vaccine coverage is high for one dose

BC government announces $50 million in support grants for the tourism sector:
          • Examples of criteria and eligible organizations include:
                   > Major anchor attractions in urban centres that receive 75,000 or more visitors per year – eligible for up to $1 million
                   > Major anchor attractions in rural areas that receive 15,000 or more visitors per year – eligible for up to $500,000
                   > Tour bus companies that serve 30,000 or more passengers per year – eligible for up to $500,000

Ontario launches new Ontario Tourism and Travel Small Business Support Grant
          • The Ontario government is providing one-time payments of $10,000 to $20,000 to support eligible small tourism and travel businesses struggling to recover from the impact of COVID-19 pandemic through the new $100 million Ontario Tourism and Travel Small Business Support Grant
          • This grant will support eligible small tourism and travel businesses that did not receive the Ontario Small Business Support Grant (OSBSG), such as travel agents, hotels, motels, resorts, and bed and breakfasts
          • To qualify, businesses must have fewer than 100 employees and demonstrate they have experienced a minimum 20 per cent revenue decline between 2019 and 2020

All major summer events in Toronto cancelled this year
          • The city has confirmed that all major events in Toronto this summer, including the Caribbean Carnival and the Canadian National Exhibition, will once again be cancelled due to the COVID-19 pandemic

Tourism in northern Ontario expected to heat up quickly after stay-at-home order lifted
          • Tourism industry experts believe that once travel restrictions and other public health measures are lifted, it should become busy for tourism operators in northern Ontario
          • Based on research collected by Destination Northern Ontario, there is a sense of ‘pent-up’ demand for tourism within Ontario
          • The belief is that people will be willing to travel further and stay longer during the summer season

New travel application process for people entering Nova Scotia
          • A new travel application process for people trying to enter Nova Scotia comes into effect as of May 14
          • The application is required for anyone entering the province and no one can enter until their application is reviewed and approved
          • Travelers can use the Nova Scotia Safe Check-In form online and should apply at least a week before travel
          • Only applications for permanent residents and people travelling for essential reasons will be considered

Porter Airlines pushes back flight start dates
          • Porter Airlines has announced that regional flights will begin again on July 20th
          • The airline originally planned for a restart of operations on June 21st
          • Porter originally suspended operations on March 21st, 2020 and has yet to resume

Alberta ICUs treating historical record-high number of patients
          • As of Monday, May 17th, COVID-19 hospitalizations in Alberta hit 678 people.
Included in these hospitalizations, there are 240 people currently in ICUs, including 181 COVID-19 patients
          • The province expects hospitalizations to continue increasing for a while longer — even though case rates are on a slow decline — because hospital admissions lag two weeks behind cases
          • Alberta reported 721 new cases of COVID-19 on Monday, which is the first time the number of daily cases has dipped below 1,000 since April 5

Indoor and patio dining returns to Regina
          • As of Monday, May 17th, restaurants and bars in the Regina area reopened their indoor dining and patios. Indoor dining has been banned in the region since March 28th, 2021
          • Businesses in the region are anticipating an influx of customers and are working to hire extra staff to handle the surge
          • Regina’s restaurant reopening is not part Saskatchewan’s reopening roadmap, which is set to begin on May 30th

As we enter the 15th month of the pandemic, we are starting to see the easing of travel restrictions in different countries around the world and an indication by the federal government of a reopening plan based on vaccination rates.

We have been facilitating conversations with the Canadian government and at the global table through the World Travel and Tourism Council, looking at what other countries have been doing to ensure Canada is part of the seamless traveler experience for people that are moving around the world as we recover from the pandemic.

As your National Voice fighting for the survival of the travel industry, we are committed to championing the needs of the industry and keeping you up-to-date on the changes impacting your business.

Since our last Covid-Update, we, the Tourism Industry Association of Canada (TIAC) have hosted three Tourism Town Halls in Atlantic Canada providing details of our advocacy efforts to ensure programs like the Canada Emergency Wage Subsidy & Rent Subsidy remain in place, at existing levels. We created the Tourism Town Hall series to provide you an opportunity to meet with TIAC, Destination Canada (DC), and your provincial or territorial industry association to better understand efforts being made on your behalf as well as a platform to ask questions and share concerns. I encourage you to register and attend a Town Hall; our next virtual session will take place in Nunavut this Friday.

As we look to the future, Rendez-vous Canada+ (RVC+) 2021 taking place next week May 17 -20, is our opportunity to reaffirm our position on the global tourism stage; letting the world know we will be ready to welcome travelers back when restrictions are lifted. TIAC has been working closely with DC to deliver this event and invite sellers across the country to our virtual lounge to chat and learn more about our work and how to become engaged.

TIAC’s Advocacy Update

TIAC continues meetings with federal officials to understand the details of proposed budget programs, particularly the Tourism Relief Fund and the Canada Emergency Wage and Rent Subsidy program changes.

TIAC efforts continue to be around refining their advocacy messaging for those pieces that were not addressed in the budget, and they remain committed to ensuring they are at the table to guide the efficient and effective roll out of anticipated support and relief programs for tourism businesses.

TIAC is working to ensure continued funding for the hardest hit sectors, at current levels, to ensure your survival. TIAC is looking ahead, advocating for the smooth and quick opening of the borders both inter-provincially and internationally, to ensure Canada is part of the seamless travel experience as people start to move around the world again, and so that our businesses can get back to work. TIAC conversations also continue around a proof of vaccination system for Canada – with TIAC advocating for one system for the country, as opposed to different regional approaches.

Health Canada authorizes Pfizer vaccine for adolescents

Federal government to unlock $740 million for airports
          • The federal government will offer $740 million in capital investments for airports over the next six years, higher than the $435 million previously announced in November
          • $500 million will go towards larger airports and the rest will be earmarked for smaller airports

National Airlines Council of Canada (NACC) calls for federal government to follow UK airline restart approach
          • The NACC has called on the federal government to follow the UK’s lead in bringing a restart plan for Canada’s airline sector
          • Specifically, NACC is asking for measures that would allow travel to and from a select list of countries without quarantine for passengers
          • Britain will be beginning this approach on May 17th with a list of low-risk countries to be expanded over time as the public health situation improves
          • NACC President and CEO, Mike McNaney, says Canada should use a science-based approach when developing a strategy for testing and for dealing with travelers who are either vaccinated or unvaccinated

Nova Scotia hits record new cases, implements new restrictions
          • The Province of Nova Scotia announced a record high 227 new cases last week. The government has announced new restrictions to curb the spread

Manitoba announces $75 million in supports for businesses impacted by restrictions
          • The Manitoba government has announced financial supports for businesses impacted by new public health orders in the third wave
          • The Manitoba Bridge Grant will be offered for a fourth round, offering up to $5,000 for eligible businesses and organizations
          • Eligible businesses that received prior bridge grant payments will automatically receive a fourth payment of up to $5,000 beginning as early as May 14th and will be notified of the deposit via email
          • An additional $2,000 top-up has also been announced for restaurants to help cover the costs of food waste, employee wages, maintenance or insurance

Yukon lifting restrictions as vaccine uptake increases
          • With nearly 75% of Yukoners having now received at least one dose of a COVID-19 vaccine, restrictions will begin to be lifted later in May
          • Beginning on May 25th, visitors to the Yukon from anywhere else in Canada will not need to self-isolate if they are fully vaccinated
          • On May 25th, Yukon bars and restaurants will also be able to return to 100% capacity with no physical distancing between tables

Saskatchewan clears first reopening plan milestone
          • The province of Saskatchewan has reported vaccinating 71% of residents over 40 years old with at least one dose
          • As a result of hitting 70%, Step One of the Reopening Roadmap will begin in exactly three weeks
          • Step One will see the reopening of restaurants and bars with a maximum of six people per table
          • The limit for indoor and outdoor private gatherings will be set at a maximum of 10 people, 30 people for public indoor gatherings and 150 people for public outdoor gatherings
          • Step Two will begin three weeks after 70% of people over 30 have received their first dose (Currently at 59%)

IATA calls on governments to ensure COVID-19 testing is affordable
          • The IATA is urging governments to ensure that the high (and widely varying) costs of PCR testing – including potential profiteering – don’t put travel out of reach of travelers
          • IATA sampling of PCR test costs in 16 countries shows that the average minimum cost for PCR testing is $90 and the maximum is $208
          • With an average one-way airline ticket costing $200, a $90 PCR test increases the cost of flying by 45%
          • IATA is asking governments to assume or subsidize the costs of PCR testing, so as to keep air travel accessible

          • Prince Edward County has become a popular tourist destination in recent years
          • Booming tourism and pandemic-fueled migration out of the Greater Toronto Area has pushed housing prices to new heights in the county
          • Rent and real estate price increases have out-paced Toronto and comparable tourist communities, like the Kawarthas and Muskoka
          • Given the uncertainty around pandemic restrictions this summer and high living costs, employers and employees are being faced with difficult decisions for this season’s operations

Since our last Covid-Update, the Tourism Industry Association of Canada (TIAC) has continued to push ahead on several advocacy fronts and revisited our 2021 Tourism Recovery Document. Industry conditions continue to change and our recommendations and efforts need to shift and adapt.

Over the last few weeks, TIAC hosted two Tourism Town Halls where operators have had the opportunity to share issues and concerns. Canada Emergency Wage Subsidy (CEWS) continues to be a subject of extreme importance. TIAC is actively advocating for further extension of the CEWS as well as addressing the proposed declining rate of support. Our industry is not going to rebound overnight and travel within Canada will not replace the lost revenue due to border closures and a halt to international travel. We are asking that support like wage subsidization continues through to a time when the operators have a minimum and consistent flow of revenue and a defined level of travel has resumed.

If you haven’t registered to attend a Tourism Town Hall; I encourage you to do so. You will hear about TIAC’s advocacy efforts and our work on the proposed vaccine travel pass, how we are tackling program gaps, rebuilding consumer travel confidence, and championing the reopening of borders.

TIAC’s Advocacy Update

The TIAC team has been analyzing the 700+ page budget after its release last month, and there are a number of programs that impact our sector. TIAC is working to meet with federal officials to understand the details of these programs, particularly the Tourism Relief Fund, and will share with industry as they are able. TIAC also continues to refine their advocacy messaging for those pieces that were not addressed in the budget.

TIAC remains committed to ensuring they are at the table to guide the efficient and effective roll out of proposed support and relief programs for tourism businesses.

On May 5th, TIAC presented to the Conservative Tourism Recovery Caucus Advisory Committee where they shared their reaction to the budget, and their requests for sector specific recognition in these program details.

TIAC is also hosting a series of virtual Tourism Town Halls in partnership with Destination Canada, and the local host partners. These are opportunities for local small and medium-sized business owners to meet with TIAC, Destination Canada and tourism partners to better understand efforts being made on national tourism issues.

Vaccine Updates

Canada to align policy on vaccine passports with international community
          • At Tuesday’s COVID-19 press briefing, Prime Minister Trudeau indicated that the federal government will align Canada’s vaccine certification process for traveling with international allies
          • A recent Ipsos poll for the World Economic Forum has found that 75% of people spanning 28 countries agree that COVID-19 passports should be required for entering their countries and would be effective in making large events safe
          • Although mostly speculative, Trudeau also said that Canadians may be able to travel outside of the country as soon as this summer

COVID-19 Immunity Task Force expert predicts vaccination threshold to ease restrictions
          • Dr. Timothy Evans, the Executive Director for the federal government’s COVID-19 Immunity Task Force, gave an early estimate on herd immunity and a threshold for easing restrictions when speaking in front a House of Commons Health Committee meeting
          • Although Evans indicated that Canada is a long way off from understanding an exact herd immunity threshold, he predicts that the country will need to reach 50-60% vaccinated before beginning to dial down public health measures
          • Canada currently stands at approximately 33% of the population having received their first dose

Ontarians 18+ in 114 hot spots eligible to book vaccine
          • As of May 3, Ontario is allowing everyone 18+ who lives in one of the province’s 114 COVID-19 hot spots to book a vaccine appointment
          • For the next two weeks, Ontario will be diverting 50% of their vaccine supply to hot spots
          • Hot spot neighborhoods are located in regions across the province and a full list can be found here

No check stops to be implemented at Alberta-B.C. border
          • Despite new restrictions and a ban on travel for non-essential purposes, the B.C. government will not be implementing check stops for those crossing the Alberta-B.C. provincial border
          • The B.C. government has indicated that restrictions would not be feasible, but encourages all individuals in both provinces to remain in their own communities unless permitted to leave for essential purposes
          • The B.C. government has set a target of the May long weekend to ease restrictions by getting 60% of their residents one dose of the vaccine

Saskatchewan extends the Small Business Emergency Payment Program (SSBEP)
          • The Government of Saskatchewan will be extending the Saskatchewan Small Business Emergency Payment program an additional month to support small businesses during the ongoing pandemic
          • The program is intended to help businesses that have been closed or have had to curtail their operations as a result of public health orders
          • The maximum payment per eligibility period is $5,000 and the current period will go until May 31, 2021 (Apr. 1 start of period)

Government of Saskatchewan releases their “Re-Opening Roadmap”
          • The Government of Saskatchewan’s Re-Opening Roadmap provides a three-step plan for gradually lifting public health restrictions in the province
          • Each stage of the re-opening plan is tied to a vaccination threshold, further incentivizing members of the population to get vaccinated
          • If vaccination targets are met, it is estimated that Saskatchewan will reach step three by the second week of July

Nova Scotia lowers vaccine eligibility for people aged 50 to 54
          • Beginning May 3, people aged 50 and older can book appointments for Pfizer or Moderna vaccines at clinics across the province
          • Appointments will be released continuously as supply is confirmed
          • Appointments can be made here

Nova Scotia offers additional $12 million to businesses impacted by COVID-19 lockdown
          • The Nova Scotia government announced an additional $12 million in business supports on Tuesday. The additional funding is intended for businesses directly affected by the provincewide lockdown
          • To qualify, businesses must have had a monthly average decrease in revenue of 30% between March 1, 2020 and February 26, 2021 compared to the same period from the previous year
          • Eligible businesses can receive up to a maximum of $5,000
          • In addition to the increased funding, the Nova Scotia government announced another measure that would allow tourism operators to apply for a rebate program to provide a 50% rebate on the first six months of commercial property tax paid in 2021-22

Nunavut and Northwest Territories bubble has been suspended
          • The common travel area for people travelling between the Northwest Territories and Nunavut has been suspended by Nunavut’s Chief Public Health Officer amidst rising case numbers in the territories
          • Anyone travelling to Nunavut from the N.W.T. must now isolate at a designated isolation hub in Yellowknife for 14 days before travelling
          • The restrictions include exemptions for medical personnel, critical workers, and those granted compassionate exemption

TIAC’s Advocacy Update

Since the budget announcement, TIAC has been at work analyzing the supports that affect our sector, and continuing to refine TIAC's advocacy messaging for those pieces that were not addressed in the budget.

TIAC has participated in a number of meetings over the past week to discuss contents of the budget with the Minister of Economic Development, and champions for the sector from all parties. TIAC wants to ensure that their position on the budget is clear, and define next steps to learn more details about the proposed supports. TIAC’s work continues to ensure they are at the table to guide the efficient and effective roll out of proposed support and relief programs for tourism businesses.

Yesterday, TIAC participated in an Industry Roundtable Discussion where TIAC was able to provide feedback on a draft report outlining proposed Border Reopening Measures. TIAC will continue to be involved in the consultation and will share the published report when available.

Last round of debate on the federal budget, implementation bill expected soon
          • Debate on the government’s 2021 budget in the House of Commons has taken place. In the likely event that the government gains enough support, Finance Minister Freeland is expected to table a budget-implementation bill, allowing for the roll out of new federal supports

New online tool, Destination Tracker, developed to assist travelers with international COVID-19 regulations
          • The World Tourism Organization (UNWTO) and the Air Transport Association (IATA) have developed a free online tool to guide travelers regarding international and domestic rules pertaining to travel and tourism
          • The tool is intended to “boost confidence and accelerate recovery of the tourism sector when borders reopen.” Information included in the tool:
                  > Infection rates, positivity rates, and vaccination roll out by destination/country
                  > Air travel regulations, including test and quarantine requirements
                  > Destination measures, including public health requirements, transit regulations and other measures related to restaurants and attractions

Canada bans flights from India and Pakistan for 30 days
          • As of April 22, the federal government announced a 30 day ban on flights from India and Pakistan amid concerns over rising COVID-19 cases and new virus mutations within both countries
          • In the past several weeks, 100 international flights arriving in Canada have carried at least one positive COVID-19 case, with 32 of those flights originating from India
          • All commercial and passenger flights will be suspended, but cargo flights will continue

Vaccine Passports Expected: Trudeau
          • The Prime Minister acknowledged that proof of vaccination is likely to be expected to travel, but the government is not yet ready to decide on what that may look like

B.C. increases funding and expands eligibility for business supports
          • The B.C. government is adding more than $75 million to the Circuit Breaker Business Relief Grant, bringing the available funding for hard-hit businesses to more than $125 million
          • The grant has been open to approximately 14,000 businesses, including bars, breweries and restaurants, but will now be open to more than 5,300 hotels, motels, and other short-term accommodations impacted by restrictions from the April 23rd emergency order
          • With the increased funding, eligible businesses will receive up to $20,000 to help cover expenses, including wages, rent, maintenance and utilities

Alberta to pass paid leave time for vaccinations
          • The Alberta government has announced that they will be introducing amendments to the Employment Standards Code to provide working Albertans with up to three hours of paid leave to get the COVID-19 vaccine
          • If passed, the changes will take effect the day the bill receives its first reading. Paid leave will be available to both full and part-time employees regardless of length of employment

Northwest Territories allowing for remote tourism activities to resume
          • The Office of the Chief Public Health Officer (OCPHO) is allowing for remote tourism activities to resume in the Northwest Territories (NWT) for the 2021 summer season
          • NWT Tourism Operators will be required to submit a Remote Tourism Operators COVID-19 Operations Plan to OCPHO for authorization to host out-of-territory clients at remote sites
          • Tourism operators must demonstrate that they can carry out businesses with limited to no contact between travelers and NWT residents

Montreal International Jazz Festival plans to return in the fall
          • The Montreal International Jazz Festival has announced that they are planning to host their 2021 event between September 15th and 19th
          • Currently, organizers are planning to host both virtual and outdoor shows
          • No rules have been set for crowd sizes, as they will depend on public health guidelines

Manitoba expands vaccine eligibility
          • The government of Manitoba has announced expanded eligibility for vaccinations
          • Those living and working in the Northern Health Region and those who work in the Seven Oaks west area of Winnipeg are now eligible to book an appointment for a COVID-19 vaccine
          • All individuals over 18 in these regions must work within one of the following sectors:
                  > Front-line educator or child-care provider
                  > Food-processing facility worker
                  > Essential business frontline worker
                  > Anyone working within food service industry (e.g. restaurants or food banks)

Government of Nova Scotia has implemented new restrictions amidst rising cases
          • The government of Nova Scotia has announced the following restrictions as cases have risen in the past several days:
                  > Gathering limits for close social groups (indoors and outdoors) is now limited to 10 people province-wide
                  > Non-essential travel is not permitted for individuals beyond their local community
                  > Tighter restrictions limiting non-essential business operations have been put in place in several regions, including Halifax County, Guysborough County, and Hants County

Ontario lowers age threshold for COVID-19 vaccine eligibility in hot spots
          • The Ontario government announced that individuals aged 45 and up in one of Ontario’s 114 high-risk neighborhoods are now eligible to schedule a vaccine appointment at a mass immunization clinic
          • The threshold was previously at 50 years and up for high-risk neighborhoods
          • Other adults over the age of 18 in hot spots can also get the vaccine, but they must be booked with mobile pop-up clinics organized by local public health units
          • The government has also announced that child-care workers in licensed settings will also be eligible for a vaccine appointment

Ontario government passes 2021 budget bill to protect health and jobs
          • The Ontario government has passed Bill 269, Protecting the People of Ontario Act, enacting new budget measures into law

TIAC’s Advocacy Update

This past Monday, April 19th, the federal government unveiled the 2021 Budget. TIAC was pleased to see the specific mention and support outlined for tourism in the document.

2021 is a critical year for the restart of Canada’s tourism economy. TIAC’s 2021 Tourism Recovery Plan has been presented as a roadmap to government on the path forward for the tourism economy. Thank you for all of your support, and to those of you who wrote a letter to your MP. A number of outlined recommendations were addressed in the budget, and TIAC looks forward to continued collaboration with government on the intricacies and roll out of these programs.

TIAC has a number of meetings scheduled with offices of the Minister of Economic Development and Finance, as well as tourism champions from all parties, to discuss the support identified to help the Tourism Industry and how to on move it forward to ensure the much-needed help is delivered efficiently & effectively.

Supports for Tourism, Hospitality, Arts and Culture in the 2021 Federal Budget
          • The federal government announced the extension of several economic supports and the introduction of new targeted measures to support the tourism industry. These supports include:
                  > Extension of the Canada Emergency Wage Subsidy and the Canada Emergency Rent Subsidy to September 25th, 2021
                  > Introduction of the Canada Recovery Hiring Program to offset employer wage/hiring costs

Federal Government moving forward with Johnson & Johnson vaccine procurement
          • Despite the U.S. pausing on their use of the Johnson & Johnson vaccine, Procurement Minister Anita Anand told a House Committee that the government will proceed with the plan to bring the vaccine to Canada
          • Health Canada has deemed the Johnson & Johnson and AstraZeneca vaccines safe and effective and the government will proceed with the procurement of 10 million doses expected to arrive sometime this month

          • These coming Pfizer shots will be on top of the existing doses Canada has already purchased, and will see four million additional doses arrive in May, two million additional shots in June, and two million more in July

Federal government extending hotel quarantine rules
          • The federal government will be extending hotel quarantine rules for international travelers until May 21st. All individuals arriving on an airplane from another country must quarantine at a designated hotel for three days pending the results of a COVID-19 test

$4.5 million in support announced for New Brunswickers to vacation at home this summer
          • The N.B. Department of Tourism is offering to pay New Brunswickers to vacation at home this summer as part of the province’s COVID-19 recovery plan

          • The department will also invest $200,000 to help bring meetings, conventions and sport tourism back to the province

          • The Nova Scotia government has announced $35 million in loan guarantees for three large tourism operators in the province

          • These operators were selected through a government application and vetting process

Nova Scotia announces new travel restrictions
          • Nova Scotia Premier Iain Rankin announced new travel restrictions for those entering the province
          • Beginning on April 22nd at 8:00 a.m. AT, people will not be allowed to enter the province unless their trip is deemed essential or they are a permanent resident of the province
          • Only individuals traveling from P.E.I. and Newfoundland & Labrador will be exempt from these new rules. Restrictions will be in place until May 20th, but may be extended if deemed necessary

B.C. 2021 Budget invests $120 million to help the tourism sector recover
          • The B.C. provincial government announced $120 million in tourism sector specific supports in their 2021 budget

B.C. restrictions to protect summer travel season
          • Tourism industry leaders in BC indicate that the next five weeks are critical to saving the summer travel season

Last week, TIAC and Destination Canada (DC) hosted a joint webinar, ‘Travel and Tourism Industry Updates’. The presentations and recording can be found here: tiac-aitc.ca.

 

This one-hour session was attended by over 1,000 stakeholders and included an overview of TIAC’s advocacy efforts and a snapshot of the road ahead. The webinar concluded with a question-and-answer period. For your benefit, TIAC is pleased to share answers to many of the frequently asked questions:

 

Q: What should the industry be looking for in the federal budget on April 19?

A: The quick answer is sector-specific support and programs. We have seen many sectors benefit from programs tailored for their needs. We have been heralding our struggles since day one of this pandemic and the time has come for the federal government to support the visitor economy and show they want to help.

We have given them a pathway to adopt and follow with our 2021 recovery document. The recommendations in the plan have been developed by the industry, by business people who know too well what is at stake for the industry and Canada as a whole if the government does nothing.

So when it comes to the Federal Budget, we are aiming for an extension of programs including CEWS and CERS and for solutions that create stability for Canada’s tourism industry. We are aiming high and further to help you and your peers get through the pandemic and successfully recover.

 

Q: What is TIAC’s vision for Q3 and Q4 2021?

A: Our advocacy work is far from over and our vision for the final two quarters of 2021 is to lead our industry through this rebuilding period and ensure we have a plan to reopen borders and keep Canada on the global stage as the best place to visit in the world.

I have been at the global table for the past year and will continue at the World Travel and Tourism Council. This provides TIAC with greater insight into what is working around the world and how other nations are rebooting and retooling their tourism industries.

 

Q: What is TIAC’s position on proof of vaccination?

A: We believe that proof of vaccine should become a common part of traveler’s travel documents moving forward. We recommend that Canada adopt this – there is already a system in place as there are certain destinations in the world where you must show proof of vaccine to enter – we are looking for solutions to implement this.

We have been facilitating conversations with the Canadian government and at the global table looking at what other countries have been doing around the world to ensure Canada is part of the seamless traveler experience for people that are moving around the world as we recover from the pandemic. Proof of vaccine is a great way to indicate that they are ready to travel – however, not everyone will get vaccinated, so it is important that we also plan for testing and processes for those that are travelling without a vaccine. This is a tool to get global travel back again, but travel cannot be limited to only those who have been vaccinated. Testing and contact tracing will have to be a part of the process.

 

Q: Hardest hit makes sense. However, is there a risk that by presenting the sector as one that will take the longest to recover, that government may strategically choose to prioritize assistance for other sectors? Government wants to see quick recovery.

A: This is a great question – and we understand that some in the industry may be feeling this way. Thus far, this is correct, we have not seen sector-specific relief prioritized. However, our messaging remains true in that Canada cannot afford to lose the tourism industry. Our industry is one of the only in Canada that touches every riding across the country.

Prior to COVID, we were one of the fastest growing industries in the world, the 5th largest sector in Canada, responsible for 1 in 10 Canadian jobs and $105 billion in revenues for the country. The economy simply cannot recover to its fullest without prioritizing our sector, which is why we have been pushing that we have been the hardest hit and we NEED to see unique supports in order to keep not only our sector alive, but also Canada’s global competitiveness.

 

Q: How can TIAC membership benefit me and my business, especially through a time like this when funds are scarce.

A: TIAC’s number one mandate is to advocate on your behalf. Since the start of the pandemic, we have been fighting for solutions and programs to help you survive and position you for a successful and positive recovery.

As I mentioned earlier, many of the programs TIAC advocated for are in play now and have been a lifeline for the sector such as the extension to the wage subsidy and rent relief programs.

While we know funds are scarce and you have to make strategic decisions on where to invest, by investing in TIAC we provide you a voice at the national level and the resources to fight for your needs to build back and prepare for the return of visitor demand. We are here, so you can stay focused on what is important, running your business.

The Coalition is calling on the Federal Government to provide certainty and announce an extension of the Canada Emergency Wage Subsidy (CEWS) and the Canada Emergency Rent Subsidy (CERS) supports to the end of the year for the hardest hit sectors in the April budget.

Legislation Expands Recovery Benefit, Blocks International Travelers from Benefits
          • All international travelers who need to quarantine or isolate upon their return to Canada, including people returning from vacation, are ineligible to receive support from any of the recovery benefits for the period of their mandatory quarantine or isolation
          • These changes are retroactive to October 2, 2020
          • Individuals who would normally be exempt from the mandatory quarantine requirements are still eligible

Atlantic Bubble 2.0 – to reopen April 19
          • The Council of Atlantic Premiers announced on Thursday that the opening of the bubble is conditional upon COVID-19 case numbers remaining low in the region

Federal Government Announces Extension Rates on CEWS & CERS

• TIAC has been advocating tirelessly for the extension to the Canadian Emergency Wage Subsidy (CEWS) and Canada Emergency Rent Subsidy (CERS) programs and TIAC is happy to see some progress and success. Today in Ottawa, the Minister of Finance, Chrystia Freeland announced that the federal government will extend the subsidy’s current rate to June 2021 and use 2019 as the baseline for the calculation of the subsidy. This is an important win will allow the highly affected businesses in tourism to continue claiming the highest rate of the wage subsidy for the next 3 months
• While this announcement is very helpful for our sector and allows businesses to plan and forecast, TIAC will keep advocating for changes that are specific to our sector, including extension through Summer 2021 for those hardest hit
• TIAC and their advocacy team had engaged with the government on this issue including a number of conversations with the Office of the Minister of Finance and Minister of Small-Business. The announcement today is positive news

Vaccine Update – AstraZeneca Approved

• Last week, Health Canada authorized two vaccines; the COVID-19 vaccine manufactured by AstraZeneca, and developed in partnership with Oxford University, and, the Serum Institute of India’s version of the AstraZeneca vaccine. Canada has secured 2 million doses of the AstraZeneca COVID-19 vaccine. The first 500,000 doses will be delivered to Canada in the coming weeks and will quickly be ready for distribution to the provinces and territories. The remaining 1.5 million doses will arrive by mid-May

Federal Government Extends Pandemic Benefits
          Trudeau told reporters on February 19 that the Canada Recovery Benefit (CRB), the Canada Recovery Sickness Benefit (CRSB), the Canada Recovery Caregiving Benefit (CRCB), and Employment Insurance (EI) will all see extensions in the number of weeks

New Travel Restrictions have come into Effect
          As of February 22, travellers arriving by air will be required to take a COVID-19 molecular test before exiting the airport, and another toward the end of their 14-day quarantine period
          Air travellers will also be required to stay 3-nights in a government-authorized hotel
          Travellers entering Canada at land borders, unless exempt, will be required to take a test using a self-swab kit. This test can be taken either at the traveller’s quarantine location or at a border testing site
          All travellers arriving by land or air will be required to submit their travel and contact information, including a suitable quarantine plan, electronically via ArriveCAN before crossing the border or boarding a flight

Government of Canada Imposes New Travel Restrictions
                  • All international passenger flights are required to land at one of the following four airports: Vancouver International, Calgary International, Toronto Pearson International, and Montreal-Trudeau International
                  • As of January 31, 2021, all flights have been suspended to and from Mexico and the Caribbean until April 30, 2021

Further Pending Travel Restrictions
                  • The Prime Minister also alluded to further travel restrictions coming into effect, including quarantine at a government approved hotel at traveler’s own expense, and mandatory PCR testing on arrival
                  • Transport Minister Omar Alghabra says air travelers should be prepared for COVID-19 testing upon arrival in Canada and hotel quarantine requirements to come into effect as soon as Thursday, February 4

Alberta Releases Benchmarks for Relaxing Restrictions
                  • Alberta has released a series of thresholds indicating restrictions that would be relaxed if hospitalizations numbers decline. The first of these steps will be taken on February 8th

The Government of Canada Launches Budget Consultations

Ontario Premier Calls for Ban on Flights From Countries With New Variants
          • Doug Ford is asking the federal government to adopt mandatory testing upon arrival for all international travellers and impose a temporary ban on flights coming from countries where new COVID-19 strains are being detected. As well as calling for strengthened enforcement of quarantine measures, including exploring new approaches that have worked in other jurisdictions, such as isolation hotels, to ensure compliance with the 14-day minimum quarantine requirement for incoming travellers

New Brunswick - Edmundston Entered Full Lockdown – 14 Days
          • On January 25th the Government of New Brunswick announced Edmundston was in a full 14-day lockdown. All non-essential businesses must have their employees work from home. All out-door gatherings, either formal or informal, are prohibited. Restaurants are limited to take out only. They are recommending no unnecessary travel at this time

          • “The review of our legal options made it clear we can’t prevent people from travelling to British Columbia. We can impose restrictions on people travelling for non-essential purposes if they are causing harm to the health and safety of British Columbians. If we see transmission increase due to interprovincial travel, we will impose stronger restrictions on non-essential travellers.           • The Government of Canada is contributing up to $11,134,000 for air services to remote communities to cover the period of July 1 to December 31, 2020. PEI Relaxes Some Public Health Measures
          • Organized gatherings are now limited to 50 people. The government is also easing restrictions for a number of businesses, fitness, museums, libraries, retail, markets: May operate at capacity with distancing. Restaurants will be required to close at midnight and are limited to 10 people a table. However, they may have up to three 50 person areas with approved plan

Negative COVID-19 Test Required for all Air Travelers Coming to Canada – starting January 7th at 12:01 am
          • All air passengers 5 years and older will be required to provide proof of a negative COVID-19 test before traveling to Canada. The test must be performed using a COVID-19 molecular polymerase chain reaction (or PCR) test within 72h prior to scheduled departure. Individuals are still required to quarantine for 14 days upon return
          • Exemptions include flight crews & travellers from Haiti will be exempt until January 21
          • Airlines must confirm a negative test, take temperature, ask about COVID exposure and screen for symptoms
          • All travellers crossing by air, land or sea will be required to digitally submit forms through ArriveCAN
          • Regardless of arrival method, all arrivals must continue to quarantine for 14 days

WestJet Announces Layoffs and Flight Reductions
          • Inbound testing announcements made by the government have resulted in significant reductions and cancellations
          • Approximately 30 percent of current February and March flights will be removed. Resulting in a decline of almost 80 percent compared to previous years. The test must be performed using a COVID-19 molecular polymerase chain reaction (or PCR) test within 72h prior to scheduled departure. Individuals are still required to quarantine for 14 days upon return
                    Exemptions include flight crews, and those travelling from South America or the Caribbean who, until January 14, will have a 92-hour window to obtain the test. Travellers from Haiti will be exempt until January 21
                    Airlines must confirm a negative test, take temperature, ask about COVID exposure and screen for symptoms
                    All travelers crossing by air, land or sea will be required to digitally submit forms through ArriveCAN
                    Regardless of arrival method, all arrivals must continue to quarantine for 14 days

• Feds Aim to Close Sickness Benefit Loophole for Travellers
          • The federal government intends to close a loophole in current laws that allow Canadians who travelled abroad for personal holidays or non-essential trips to claim up to $1,000 in sick pay while they quarantine upon their return home. Legislation will likely be tabled once the house is in session later this month

          • Premier Doug Ford held a press conference on January 6 from Pearson International Airport
          • The Ontario Government is launching a new voluntary and free border testing pilot program at Pearson for eligible international travellers returning to Ontario
          • Eligible travellers will be able to pre register for the program or proceed to get tested when they arrive at the airport
          • All travellers will continue to be required to follow the federal requirement for a mandatory 14-day quarantine after arrival
